Extra safety measures and more responsible driving are credited for reducing the number of accidents on a toll road in Weston-super-Mare. North Somerset Council said between 1996 and 2004 there were four deaths and seven serious injuries on the Kewstoke road.
It said in the last two years there have only been two minor accidents.
A spokesman said improved signage, five new safety barriers, rumble strips and road marking had helped cut accidents.
Councillor John Crockford-Hawley said: "It's a pity these improvements in driving standards are still marred by a small number of youngsters who persist in tempting fate with reckless and sometimes noisy late-night driving.
"Not only does this put all road users at risk but also greatly irritates Kewstoke residents."
